Moradabad. The Moradabad Development Authority (MDA) purchased approximately 110 acres of land in the villages of Manoharpur and Mangupura, located between Delhi Road and National Highway 9, from farmers and landowners on the basis of mutual consent. Under the guidance of Anjaneya Kumar, Chairman, Divisional Commissioner, Moradabad Development Authority, preparations were made to implement the scheme on the residential land use of Master Plan-2031 after a long gap of approximately 22 years on approximately 67 acres (271552 square meters) of the recently purchased 80 acres of land. Naming the scheme Govindpuram Housing Scheme after the famous radio astronomer Shri Govind Swarup, the first phase of the scheme was planned. Under the leadership of the Vice Chairman, the authority team applied for registration of the scheme with the Uttar Pradesh RERA. Approximately 470 residential plots with plot areas of 112.50 square meters, 162.0000 meters, 200.000 meters, 288.00 square meters, and 450.00 square meters have been planned in the said scheme. The scheme includes 15 plots of mixed land use and 32 plots of commercial land use.
Facilities in the first phase of Govindpuram Scheme *
In the first phase of the plan, space has been reserved for one inter college, one junior high school, and three nursery schools for community facilities. For public convenience, one plot of land has been reserved for community facilities. The main attraction of the plan is the central park, located in the center of the plan, with an area of approximately 18,000 square meters. This park will be developed as a science and technology park in honor of radio astronomer Shri Govind Swarup. In addition, 18 parks have been proposed in the plan for environmental balance. A 1500 KLD sewage treatment plant and an electrical substation have also been proposed in the first phase. The plan provides for easy transportation, with roads measuring 9.00 meters, 12.00 meters, 18.00 meters, and 24.00 meters wide. A sewerage network, including drains and gutters, is also proposed for rainwater drainage.

The Govindpuram Housing Scheme – Phase 1, with a project cost of approximately ₹516 crore (approximately ₹516 crore), was approved in principle for registration by the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) on Tuesday, 09.12.2025. This achievement would not have been possible without the able guidance of the Chairman and the hard work of the entire Authority team, including the Vice Chairman. Registration for the scheme will open shortly after receiving the Uttar Pradesh RERA registration number. The rate for residential plots in the scheme has been set at ₹40,500 per square meter.
